Samir Chelbani

Mr Samir Chelbani is Deputy-Director of Radiation Protection and Radiological Emergencies at the Algerian Atomic Energy Commission (COMENA). He is a senior specialist in radiation protection.

Mr Chelbani graduated in Chemical Engineering from the National Polytechnic School of Algiers, Algeria in 1989, followed by specialized post-graduate studies in Radiation and Waste Safety at the Nuclear Reasearch Center of Algiers (CRNA) in 2000.

Before his appointment to COMENA in 2006, Mr Chelbani held successive operational and research positions since 1990, starting at centres affiliated to former Algerian High Commission for Research (HCR) and then at the Nuclear Research Centre of Algiers, as a research scientist and head of the Operational Radiation Protection Department.

At country level, he is a leading contributor to the development of radiation safety policies and to the drafting of related regulations. He also ensures the overall supervision of radiation safety activities and radiological emergency preparedness and response. Within this role, he acts as the National Coordinator for the Radiation Safety Information Management System (RASIMS) of the International Atomic Energy Agency (IAEA).

Mr Chelbani has worked as a lecturer and radiation safety expert for the IAEA and participated in advisory and review missions in several french speaking African countries.

He was a member of the IAEA’s Radiation Safety Standards Committee (RASSC) for Algeria for many years.

Mr Chelbani is the representative of Algeria to UNSCEAR since its 71st session in 2024.

Nadia Khelassi-Toutaoui

Dr. Nadia Khelassi-Toutaoui is the Director of international cooperation in the Algerian Atomic Energy Commission (COMENA).

She graduated from Houari Boumediene of Science and Technology University (USTHB), Algeria in 1990, received a master of science in medical physics from the radiation protection and safety center (CRS) in 1995, and obtained a doctoral degree in medical physics from Houari Boumediene of Science and Technology University (USTHB) in 2011.

Dr. Nadia Khelassi-Toutaoui held several research positions in medical physics in the nuclear research centre of Algiers (CRNA) and supervised many thesis in the field of medical exposure. She is author of many publications in the same field and served as IAEA expert for many years.

Before her appointment at the atomic energy commission (COMENA), her research activities and expertise were in the areas of patient doses in diagnostic radiology procedures with a strong focus on radiation protection of patient and dosimetry. She has conducted several surveys on patient doses.

Dr. Nadia Khelassi-Toutaoui is the alternate representative of Algeria to UNSCEAR since the 71st session in 2024.
