UNSCEAR 2013 Report Volume I

SOURCES, EFFECTS AND RISKS OF IONIZING RADIATION

The UNSCEAR 2013 Report Volume I comprises the main text of the 2013 Report to the General Assembly (A/68/46) and scientific annex A: Levels and effects of radiation exposure due to the nuclear accident after the 2011 great east-Japan earthquake and tsunami.

The United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR) assesses the levels and effects of exposure to ionizing radiation. UNSCEAR’s scientific findings underpin radiation risk evaluation and international protection standards.

This is the first of two volumes of scientific annexes that provide the supporting scientific assessment for UNSCEAR’s 2013 report to the General Assembly.

This scientific annex on “Levels and effects of radiation exposure due to the nuclear accident after the 2011 great east-Japan earthquake and tsunami” provides a detailed review of scientific material that deals with the radiation doses and effects brought by the severe accident which occurred at Fukushima Daiichi nuclear power station accident on 11 March 2011. It covers the amount and composition of radioactive material released to the environment, the pattern of dispersion and deposition of the radioactive material over land and sea, the radiation doses received by public people and workers, the radiation effects on the environment, the radioactivity in foodstuffs and the possible radiation impact on human health and the environment. The evaluation used information provided before the UNSCEAR 60th session (May 2013) by 26 United Nations Member States and 5 international organizations. It does not consider issues that became relevant later, such as the ongoing liquid releases and later exposure of workers to radioactive water.

The scientific annex has been translated from the original English into Japanese to facilitate communication of the findings with governments, scientists and civil society in the countries most affected by the Fukushima accident.
